Your telegram No. 269.

In memorandum dated September 2nd Waichiaopu informed me that anking Municipal government had requested Canton authorities to purchase on their behalf 20,000 British-made gas masks in Hongkong. Canton authorities had replied that they had approached Hongkong Government accordingly but found that it would be necessary that Waichiaopu should request this Embassy to secure the authorisation of His Majesty's Government for this purchase. Waichiaopu accordingly requested that His Majesty's Government be asked to instruct Hongkong Government by telegraph to permit purchase of these masks and their ex- portation from the colony.

Addressed to Foreign Office No. 132, repeated to Hongkong and Peking.
